7. There must be some external links to relevant sites, with similar keywords.
These are the basic elements of on-page SEO, and no link building strategy will have any effect if the on-page SEO was not properly handled.
As and SEO expert I don't give much attention to User-Friendly Pages, it will be the webmaster and owner concern to have a user friendly pages, not me.
Now It's my job to start building links to the website.
1. First of all, I consider the website as brand new website, and I do not care what was done before. So my first task will be to be sure the website is indexed with all it's pages on the search engines. Submitting pages to the search engines does not work anymore, not with all search engines anyway. so the fastest way to make sure the website is indexed in the search engines is to bookmark all the pages of the website starting with the main page.
Bookmarking sites are the most visited sites by search engines, so when you list a page in a social bookmarking site that have a do-follow attribute, you can be sure that this page will be indexed after few hours of submitting it.
Honestly I still submit pages to popular bookmarking sites even if it has a no-follow attribute like Digg.

2. The second link building strategy will be a continuance of the first one, we need Google to notice our link and see that it's becoming popular, we posted our links to bookmark sites because it's a highly visited sites from Google, and another high visited sites are blogs and RSS feeds. So my next link building strategy is to post my articles to related blogs.
When you can post an article to related blogs, your article will be posted on the main page of the blog, and will subscribers and visitors of this blog will read your article and if it's a good one they will click on your links to read more of your content. But basically links from related blogs have high value and will end up in a permanent page.
One way to post your links in Blogs is to run your own blogs, you can run a free blogs from Google or word-press.

We prefer 10 website with more backlinks, then improve the backlink PR by building more link juice to the page your link is at. Then upload the PDF file to your server then find some PDF directories and submit the URL of you PDF file. This strategy could build more high quality backlinks to your root domain and also bring you a lot of traffic if you can write a good helpful content in your PDF file.
6. Mass Link building is my next link building strategy, but before, let's clear one mistake. Most webmasters think that mass link building will cause your website to be panned by the search engines. that's a huge mistake.
There is only one reason to get panned from the search engines, spam and complaints. If the search engine detect a spamming from your website and blog. Or if any other webmaster submit a complaint about your website, in this case Google team will manually check your website and the backlinks you are getting. in this case if you are getting a lot of backlinks in a short period and most of the links come from duplicate content pages; this way you can get panned.
Mass linking do work and most SEOers are using Mass link building services and software to get better results and fast. You need here to find out what website are linking to your competitors, what is the authority of the websites that is linking to your competitor and what kind of anchor text each link have.
Then try to get some similar links, for example if your competitor are getting a backlink from a comment posted in some blog post, then you can also do the same and comment to the same post. If he is getting a link from a forum then register to that forum and get similar backlinks. If a website linking to your competitor from the home page, contact the webmaster and try to get a link too, if not possible try to purchase a link from them. and so on..
8. My last link building strategy is buying backlinks from other webmasters and link building services. You can search for some good high PR related website (not your competitors) and offer a link purchase from their site. most of them accept with good prices. Or you can use a forum like digitalpoint forum to find some webmasters who are selling links from their websites.
